You don't have to be from out of town to be a bad landlord and you don't have to be an intown landlord to be bad as well. It is what it is.... I am sure there are some good honest landlords who don't live here and their history is good. The OWNER of Walmart doesn't live here but we almost all "bow" at the alter of "Wally World God". And for those who live here and say tthey don't shop at WW need to know, some of what you get in your community is because of them... monies mostly. Hmmmm. It is the way you do business that defines you. If you are a slease, well you should be limited or stopped.

Lifetime is right: This is simply another cost of doing business as a landlord, no different than taxes or fixing the roof.

Price it into the rent, make it separate, eat the cost... whatever, but it's a legal obligation upon the OWNER of the property and has been for several years. It's not a new or surprise fee.

The supposed agreements that the city would get back payments from some debtors if and when they sold the properties. Doesn't sound like it had any teeth to force a sale soon, so it'd be no different than a lien on the property.  Thare already are many 50x75-foot vacant lots in bad neighborhoods of the city with several-thousand-dollar demolition liens on them, leaving the properties to languish and the city or neighbors stuck mowing them.

Let's see how easily this could be done.... Hmmmm Waterbill NOT paid I understand..that is in the name of the tenant... but the "Poop Shute" bill...another story. First off they have the address ( your property is suppose to be registered with the city as a rental) and the Sewer Billing Dept. has the address( building) that gets billed. Sooooo ... if the bill is not paid and no solid arrangements being made.... then the property cannot be legally rented. It should be set up that billing in the Water Dept. should be able to cross reference an up to date Sewer Bill or a solid arrangement... meaning immediate payments with a record of an account of the owner, or no water can be turned on. Agreement to receive a payment or payment will be retrieved partially or in full from the owners account.
 
It is against the Health Department regulations to reside in the city with no means to rid waste and I think there are several other regulations as well.
 
So... I see a way of shutting down the BAD Landlord's ability to make money on his "investments" until the City and Waste Water Dept. is made WHOLE. I don't think that is so hard and you are using present rules, regulations and laws. If the errant Landlord is not in solid process of payment and has that residence as a "no pay", no further business can be engaged with that business using that structure.
 
Now... If it is multiple family dwelling. a notice ( I have seen this done at mobile home parks and condos ) that they have so long to move from the residence , should be presented to the residents and they should take up legal actions against the Landlord. I think that if this happens to a Landlord once or if they are really that stupid..... twice...they will do one of two things.... pay it or sell the property. Again..we are not afraid of threats of abandonment as we are dealing with that already. Sharon and other cities that have this problem can be a plus for a good landlord or it can become a legal money pitt..choice is theirs.
 
And yes..Sharon has an shakey percentage of rentals and a very scarey amount of LONG Distant Landlords like in the Carolina's Florida, Illinois...etc. This shows up with burned properties that our city ends up paying for demolition.... our tax money. God knows, Sharon can't afford this crap, but for safety reasons Sharon does this.
