no i dont carry a gun.   anyway i carry liability insurance for the company in the amount of $1,000,000 i case i do aschoo job r a termite pretreatment which requires it. around 2k per yr depending on last yrs revenues.

I stand by my previous opinion: Whether it's an apartment or a house, the burden lies with the owner, not the potential renter to verify that the property is inhabitable and up to code. A city inspection is the vehicle for this, and the owner cannot put the property on the market as available for rental until it meets code.

It's the same way a business doesn't get an occupancy permit or restaurant license until it passes inspection.

To say that rental inspections are the potential tenants' responsibility is like letting a restaurant open as is and leaving it to the patrons to make sure fire exits aren't blocked and the kitchen has the proper food handling procedures and no rodents.

i think the city's purpose of inspecting is to make sure downright-unsafe slum properties -- fire hazards, rundown buildings -- aren't being rented out. It's both a prevention for renters and a way to prevent fires and other disasters.

I don't think the goal to do the kind of thorough inspection akin to one a professional house inspector would do for a homebuyer. That's a different matter.

It's sorta like a state car inspection looks for the obvious safety stuff (bad brakes, missing taillights), but if you hire a mechanic to look over a car you'd like to buy, he'll look for a different kind of problem (future failure of any mechanical system)

I see your point!...like I have said that I agree on most...but if this is what the city wants to do...prevent fire hazards, run down buildings from being rented out...then why not do an initial thorough inspection...instead of a Look See with the firefighters...checking smoke detectors, windows, minimal wiring and not to forget gutters...if you are going to do it...do it right the First Time...
 
Now think of this...do you really think that the city wants to shut down the SlumLords... ??? ...do not get me wrong...that would be great...but where would you put everybody...if the city were to do this... ??? ...again I will say you get what you pay for...(or should I say what the government is willing to pay for)...
 
 
 
Where would we put whom? Let me be the Devil's Advocate here. In a large part of our city, we are dealing with a population that pays little more than sales tax. Now, add to that the Scumlords who ...for their own reasons...fail to pay property tax or even the sewer bills. What does the municipality gain by allowing this to continue?

We are seeing a time of belt tightening. The Muni's have to by cutting losses... be they cutting services, pressing for payment of responsibilities, etc. We are doing this in our own homes... cutting what is not "profitable"... We eliminate the bling, cell phones, internet, cable, even movies and dinners outside the home. We stop the Piano lessons for the kids and turn in the Club Cards. Hell we are even filling the pet shelters with what we had originally said were "members of our family". We see Chu Hua Hua's being exported from the west coast to the east coast because their shelters are filling fast with "family members". Now, I am not encouraging people to give their kids up for adoption but to be frank... I have seen where that might just be a plus for the kids.

Now here is another way to look at this. As we are typing here...the city of Youngstown is..indeed, cleaning their city. Williams has a plan to actually make the population of Youngstown smaller. He is removing the Urban Cancer from his city in order to allow the Healthy parts to have a chance to thrive. This involves removing the questionable housing which is usually owned by Scumlords who let their properties go and skim the money.

Sharon doesn't have a way YET , to chase down the Out of Town/State Landlords who know this and don't insure their properties beyond the period of initial offering and expect the renters to have renters insurance on their own possessions.
 
Sharon has set up inspections for every 2 years. I think it should occur EVERYTIME the units are rented. I have seen an initial family move in and then illegally sub-let and in the end the family in the home 2 years later is 4 families removed from the original. I would think Section 8 has a program that would not allow this..... but... who knows.
 
Maybe Mayor Williams has set up a program that will work. If you have a "bad lung... bad kidney or even an infected foot or hand" in order for the body to live and thrive.... the dying/dead parts need to be culled. I am not in that pay grade but... it sounds like he has a plan and is acting on it. Now you ask again, where do the people go??? I can't answer that but.... if left the way that the situation is already... what do you think will be the end product? I think if you want to correct this... then the Governments have to rethink their methods and PEOPLE should be responsible for their behaviors at all levels. Help is different than a handout and it is not meant to be permanent. There has to be an end point.
 
Now...let me pull my horns back in and try to live my life the way my parents taught me.

I will say if there are any Slumlords that jeopardize the safety of any tennent...the city should shut them down and hold them accountable...IMO...This is where a thorough inspection would come in handy...along with an Pest Inspection...
 
 
Again you still have not replied about your statement that if an inspection failure...the home owner would have no incentive to fix the problem... ??? ... :what: ...or why that the renter should not edcuate theirself to give themselfs some assurance of their own...my other point is that people rely to much others...instead of doing for themselfs...
