I suppose it's too simplistic to think that the easiest way to handle this is to take 5 or 10 bucks out of what is probably a non-existent petty cash fund, give it to the carrier who will be delivering mail that day at the congresswoman's local office, and have him pick one up within hours without even having to make an extra trip.
