No wonder the park and the area is dying! I went to the Crawford county convention and visitors bureau page and when you click for more information to the pumpkinfest website, the page is gone!! On Facebook, the Conneaut business association page is dead and so is the pumpkinfest page - last updated 5 years ago?!?! 
Also when you click the link to the pumpkinfest website, the pages is dead there also!  How the hell are people supposed to plan ahead???

For the newer readers unfamiliar with the current multilayered management and operation of the park, Conneaut lake Park is privately owned by the Trustees of Conneaut Lake Park, Incorporated (TCLP).

Per the recorded TCLP Inc.  Articles of Incorporation, officers of the TCLP are prohibited from sharing park earnings. However, the TCLP board can contract and pay an outside party to manage and operate the park.

The current TCLP Inc. board of trustees (historically, more or less, board #4 in the ongoing quarter century CLP ‘“trust’ financial drama) assumed control of the park, after the previous board stepped down in June 2014, with the county court appointing four members of the Economic Progress Alliance of Crawford County as the new TCLP Inc. board of trustees.

The Economic Progress Alliance is a privately owned 501(c)(3) tax exempt corporation consisting of three associated corporate entities which, per their web page,  “focuses on promoting and enabling sustainable economic growth for Crawford County. Designated as the official Industrial Development Agency by the county government, the Alliance works closely with state, regional, county and local officials, agencies and organizations striving to promote our corner of Pennsylvania and enhance the economic health of our communities. The Alliance serves as a full service single point of contact for economic development in Crawford County. The Alliance provides access to industrial/business parks, existing space and available property as well as an avenue for low-interest loans and other resources to assist in the successful completion of development projects.”

After assuming the park helm, the new TCLP board of trustees immediately  contracted with the Economic Progress Alliance of Crawford County (EPACC) to manage and operate the park.

The current reported appointed members of the TCLP board of trustees, along with each board member’s reported EPACC relationship:

--  William Bragg,  reported chairman of the Trustees of CLP Inc.; identified as a member of EPACC Board of Directors, listed as President of the EPACC Executive Committee.
--  Joe Ledford. reported secretary/treasurer of the TCLP Inc.;  listed on the EPACC Board of Directors. 
--  Tom Cholak, reported as a former paid CLP consultant (2004), reported member of the park board of trustees which was fired by the county court in 2005 for failing to submit an court ordered CLP financial report to the court, reported as the current vice chairman of the Trustees of CLP, INC.,  Cholak is reported as the Gannon University Small Business Development Center Crawford County General Business Consultant with his  SBDC office address  listed as located in the EPACC building in Meadville. 
--  Maryann Martin,  a retired economic development grant writer, reported previously working for the EPACC.
--  Debbie Pipp,  partnered certified public accountant specializing in tax accounting and planning, management consulting,  manufacturing job costing software support, and research/experimentation tax credit consulting. Pipp is listed as the EPACC Executive Committee Treasurer. 
--  Joan Kozlowsky,  Conneaut Lake small business owner, former treasurer for the Conneaut Lake Business Association. I am not aware of Kozolowski having a reported association with the EPACC.

In 2015 the Meadville Tribune reported Donald Clawson, recently retired as the president and chief executive officer of Wesbury United Methodist Retirement Community, was appointed to the CLP board of trustees. There are no reports of Clawson having an association with the EPACC. Clawson is not identified in the park’s 2016 bankruptcy Disclosure statement as a CLP trustee.
 
The routinely press-quoted park spokesman Mark Turner, however, is not an appointed member of the TCLP board of trustees. However, immediately upon assuming the TCLP Inc. helm, the EPACC-dominated TCLP board of trustees unanimously voted to hire Mark Turner as the executive director of Trustees of Conneaut Lake Park, Inc. 

Per CLP chairman William Bragg’s official TCLP bankruptcy court filings, the non-board member TCLP executive director is compensated at the contracted rate of $105 an hour for his EPACC services.

Turner is officially listed as the executive director of the EPACC executive committee. Per the publicly available EPACC IRS tax filings Turner is the sole EPACC officer receiving compensation for his EPACC services at the reported amount of $143,980/year.

Per William Bragg’s official TCLP bankruptcy court filings, the EPACC charges the TCLP $10,000 in ‘admin fees’ per month, each and every month since June of 2014, for EPACC services in managing and operating the park.

- the paper fails to report to local readers that the EPACC,  contracted by the EPACC-dominated CLP trustees to manage and operate the park charging $10,000 a month each and every month of the year, managed to sell 33% LESS wrist bands than what the trustees  stated to the park creditors and court that the park needed to sell in order to be financially viable in 2017.

- the paper fails to report to local readers that per the EPACC-dominated CLP trustee’s own official financial figures reported to the bankruptcy court that the 2016 park wristband sales likewise fell short of what the EPACC-dominated CLP trustee’s  stated they needed to sell in 2016 in order to be financially viable

- then too, the paper has not reported the  park officially informed creditors and the court the park would generate $68,410 in net profits for 2016, however,

.....the park’s own official  financial reports filed with the court show the park’s 2016 net profit LOSSES approaching $700,000, following the park reporting $713,121.18 net profit losses in 2015.

- while the paper continues reporting the park stating operating revenues [gross] totaling $1.2 million, based on previous incomplete reporting the paper is likely to not inform local readers the park’s self-reported accumulative net profit LOSSES since filling for bankruptcy are continuing to grow over $2 million.

While the paper reports, “For its 2017 operating season, Conneaut Lake Park's operating revenue climbed 23 percent compared to 2016. It was the second consecutive year of more than 20 percent growth. Through Sept. 10 this year, Conneaut Lake Park's total revenue is $667,996.63...”

....the paper fails to report to county property tax payers and voters per the park’s approved bankruptcy plan, the park stated to the park creditors and the court that under the  contracted $10,000 a month  EPACC management and operation of the park the EPACC park would generate $1,763,500 in park revenue in 2017.

-while the paper reports  ‘increased revenues’, the paper fails to report to county readers and voters that park has seriously fallen shortl of what the park stated to creditors and the court what the park  needed to be financially viable in just 2017 –

While the paper reports, “  Revenue for Camperland increased 10 percent this year — from $148,835.93 in 2016 to $163,453.35 in 2017.”, ...

While the local press reports park revenues are on the increase, and even falsely reports the park is making a profit, that-

....even with the reported park-vaunted increase in park revenues,

....even with the reported park-vaunted “surplus” lake front lot sales revenue,

....even with the elected tax bodies successful efforts in securing the $428,000 insurance payment towards the park’s back tax debt,

....the local press fails to report to county property tax payers and voters that per the park’s official self-reported financial figures reported to the bankruptcy court that the park’s debt has not only failed to be lowered,-

....but has continued to increase and grow since filing for bankruptcy.

Factually, per the officially reported figures, while on the one hand the EPACC-dominated CLP trustees have approximately doubled the park’s annual operating revenues compared to the most recent annual CLP revenues reported by the previous Moyers board of trustees,...

....on the other hand, per the current EPACC-dominated trustees’ own financial reports submitted to the court, and-

.... gone unreported by the local press to county readers and voters, ....

....in the first three years of the EPACC’s management and operation of the park, the park’s unpaid debt has increased over FOUR TIMES more than the debt previous Moyers board of trustees incurred during their seven year tenure.

For the newer readers, when the previous Moyer’s board was appointed to manage and operate the park in June of 2007, the park was previously shuttered and not operating  for the 2007 summer season due to the utter lack of any available operating capital to pay for the costs of opening the park. The previous board reports they took over and found there was less than $1,500 in the park’s bank account. The park remained closed again for the 2008 season. After the devastating arson fire which destroyed the Dreamland ballroom and park maintenance shop, the Moyer’s board managed to cobble together a plan which finally opened the park for the 2009 season.

The documented record reports the that in the last three the EPACC has charged the EPACC-dominated CLP board of trustees over 500,000 times more than the previous Moyer CLP board the of trustees charged in seven years to manage and operate the park.

Noticeably buried well down in the paper’s reporting is, to knowledgeable readers,  a eye-catching harbinger, “ profitability for the park is another question,Turner said, and a profit and loss statement comparing revenue with expenses such as labor, liabilities, insurance, capital project outlays and utilities won't be prepared until later this year.”

As the papers have yet to report to the local tax payers and voters of the park’s staggering profit losses, it is interesting that Turner (o0ffically documented being paid a 6-figure a year salary as EPACC executive director, and charging the EPACC-dominated CLP board of trustees $105/hr to serve as park executive director and park spokesperson) mentioned the “P” word for the first time.

It definitely will be interesting to see how the massive net profit loss is addressed in future  ‘reporting’, particularly so as the debt and losses continue to increase and go unreported to the county readers and voters.

On the potentially financially up side, the CLP Trustees have successfully sued the former Beach Club lessee, Park Restoration LLC, for damages incurred as a result of the Beach Club fire.

The case is currently in the damages award determination phase with the park asking for at least $611,000 and has argued in the award portion of the case for over a million dollars in damages.

For newer readers, there is, however, a tangled series of rather dramatic ironic dichotomies involved.

The park did not have insurance on the Beach Club, but Park Restoration LLC did pay for and had a $611,000 insurance policy on the building to cover the cost of their extensive remodeling expenses.

But then, Park Restoration LLC, lost another separate court case where 70% of the Beach Club insurance payment was awarded to the local tax bodies as a result of the park not paying property taxes, so Park Restoration is already out $428,000 of their $611,000 Beach Club insurance payment, not counting the additional expense of Park Restoration defending the case and follow on appeals in four separate courts.

Then, too, Park Restoration lost the park damages suit due to a rather amateurish oversight of the terms specified in the Beach Club managerial agreement contract. Park restoration apparently neglected to hire a real estate attorney to review the contract before signing it, with Park Restoration LLC overlooking the contractual requirement that upon termination of the Beach Club lease, “for any reason”, that Park Restoration was required to return the Beach Club facility to the park trustees in “broom clean condition”, with no other provisions allowing for any other lease termination options, i.e.- the facility was destroyed through no fault of Park Restoration and it was impossible to returned the facility to the park in “broom clean” condition

Then, it will definitely be telling to see the amount of damages the park is awarded by the court.

And then, it will be even more interesting and telling-

....seeing who and which over due park debts the EPACC management pays with the award payment....IF-

....and apparently it is a big IF....

....the now essentially defunct and lacking-cash assets Park Restoration LLC actually has the money and indeed pays the damages award to the CLP trustees.

Sno it doesn't appear they are actually marketing this year. I'm sorry, Wraith but if the visitors bureau or park has a dead link,it's claba's fault for changing the link to begin with and also claba's fault for not telling the visitors bereau or park that the links are wrong. Also, in today's digital world, a spread in the meadville tribune promoting the events in the area does nothing to reach out to the out-of-towners in pittsburgh, cleveland.  The dead facebook pages of claba and pumpkinfest with dead website links only communicates that the event itself is dead too. It's a sad Mickey Mouse show!

Squirrels, you are absolutely right. Apparently there are only a few people actually doing the work right now for CLABA, and they apparently had to beg your favorite Trustee to turn over the control of the social media accounts. As of last week, they apparently did not have a schedule of events printed and available for the public or the web. Apparently some personalities are conflicting and common sense once again has been set aside. There does not seem to be a real genuine attempt to market anything in the area it seems.

From what I heard, there are still vendors signing up. The schedule remains much as it has in the past. I had heard they were taking donations for fireworks, but not sure if they succeeded.

Only in Conneaut Lake.......
